In accordance with the principles of the prevalence of rights and the best interests of children and adolescents, established in the Political Constitution and in Statutory Law 1751 of 2015, it is the responsibility of the State and the actors of the General System of Social Security in Health to adopt concrete, timely, and differentiated measures that guarantee comprehensive, continuous, and effective care for this population subject to special constitutional protection, particularly regarding the management and priority resolution of petitions, complaints, claims, and reports related to access to health services and health technologies.
